e-GramSwaraj App Strengthens Panchayat Governance; Over 19.7 Lakh Representatives Trained Under RGSA
18 December 2025, New Delhi: The Government of India is steadily strengthening grassroots governance through the e-GramSwaraj application and the revamped Rashtriya Gram Swaraj Abhiyan (RGSA), aimed at enhancing transparency, accountability and efficiency in Panchayati Raj Institutions (PRIs) across the country.
The Ministry of Panchayati Raj has been implementing the Revamped Centrally Sponsored Scheme of RGSA since the financial year 2022–23 with the core objective of building leadership and governance capacity among elected representatives, Panchayat functionaries and other stakeholders. The scheme covers all States and Union Territories, including Dadra and Nagar Haveli and Daman & Diu.
Focus on Capacity Building and Institutional Strengthening
Under the revamped RGSA framework, Panchayat representatives and officials receive structured capacity-building support through basic orientation programmes, refresher courses, thematic and specialised trainings, and Panchayat Development Plan (PDP) training. The scheme also supports exposure visits, development of training modules and learning materials, and the creation of institutional mechanisms for sustained training delivery.
In addition to human resource development, RGSA provides limited-scale support for strengthening Panchayat infrastructure, including the construction of Gram Panchayat Bhawans, procurement of computers, and co-location of Common Service Centres (CSCs) within Panchayat buildings.
e-GramSwaraj: A Unified Digital Platform for Panchayats
The e-GramSwaraj application serves as a unified digital platform for Panchayats, integrating planning, budgeting, accounting, work management and monitoring into a single system. Designed to streamline Panchayat-level workflows, the platform promotes evidence-based decision-making and enables real-time governance oversight.
One of the key strengths of the application lies in monitoring Panchayat works, where features such as work identification, geo-tagging, progress updates, financial tracking and activity-wise reporting allow authorities to track both physical and financial progress. The system also enhances transparency by making Panchayat data publicly accessible through dashboards and mobile interfaces.
Nearly 20 Lakh Participants Trained Nationwide
As per data shared by the Ministry, a total of 19,76,006 participants have been trained under RGSA during 2025–26. States such as Rajasthan, Andhra Pradesh, Karnataka, Uttar Pradesh, Odisha and West Bengal reported high participation, reflecting the scale of capacity-building efforts at the grassroots level.
Infrastructure Support Across States
During the same period, approvals were granted for the construction of 6,703 Gram Panchayat Bhawans and procurement of 27,723 computers, including carryover works from previous years. States such as Maharashtra, Punjab, Andhra Pradesh, Haryana and Jammu & Kashmir saw significant approvals for Panchayat buildings, while computer procurement was notably high in Chhattisgarh, Punjab, Uttarakhand, Telangana and West Bengal.
Strengthening Grassroots Democracy
The combined push through RGSA and e-GramSwaraj reflects the government’s focus on strengthening grassroots democracy and digital governance. By equipping Panchayats with trained leadership, institutional infrastructure and real-time digital tools, the initiative aims to make local self-governments more responsive, transparent and effective in delivering development outcomes.
