
Haryana Chief Secretary Reviews PM-RKVY Budget, Approves Strategic Fund Reallocation for Agricultural Development
19 August 2025, Chandigarh: Haryana Chief Secretary Mr. Anurag Rastogi today presided over the meeting of the State-Level Sanctioning Committee (SLSC), where a comprehensive review of the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) budget and fund utilization for the financial year 2025-26 was undertaken. The high-level meeting was aimed at optimizing agricultural resource allocation and strengthening key development programs across the state.
The committee reviewed the approved outlay of ₹870.53 crore under PM-RKVY, with major allocations made toward priority sectors. These include ₹250 crore for Crop Residue Management (CRM), ₹137.05 crore for Per Drop More Crop (PDMC), and ₹25 crore for Soil Health and Fertility programmes. These allocations reflect the state’s commitment to driving sustainable growth, improving water-use efficiency, and promoting soil conservation.
During the meeting, the SLSC approved the inter-component budget transfer of ₹100 crore (₹51.05 crore from the Sub-Mission on Agricultural Mechanization (SMAM) and ₹48.95 crore from CRM) to the PDMC component under PM-RKVY for the financial years 2022-23 and 2023-24. This was considered a special case to regularize earlier transactions.
The committee further recommended an increase of ₹48.95 crore in the CRM Annual Action Plan for 2025-26, with a corresponding reduction in the PDMC plan, noting that sufficient budgetary provision exists under RKVY-CRM. Additionally, the SLSC deliberated on the adjustment of ₹51.05 crore diverted from SMAM to PDMC during 2022-23 and directed that an appropriate decision be taken on the matter.
Principal Secretary, Agriculture and Farmers’ Welfare, Mr. Pankaj Agarwal, and other senior officers were present in the meeting.
