
₹540 Crore PM-KISAN 21st Instalment Released for Flood-Hit Farmers of Himachal Pradesh, Punjab, and Uttarakhand
28 September 2025, New Delhi: The Government of India has released the 21st instalment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, with a special focus on supporting farmers in Himachal Pradesh, Punjab, and Uttarakhand, which have been severely affected by recent floods and landslides.
Union Agriculture Minister Shivraj Singh Chouhan announced the transfer through video conferencing, with agriculture ministers, parliamentarians, senior officials, and farmer representatives from the three states joining virtually. More than ₹540 crore (approximately USD 65 million) has been directly credited into the bank accounts of over 2.7 million farmers, including around 270,000 women farmers.
The financial support of ₹2,000 per farmer is intended to provide immediate relief, enabling households to meet essential expenses and procure seeds and fertilizers for the upcoming cropping season. Speaking on the occasion, the Agriculture Minister emphasized that the instalment was not only financial assistance but also a message of reassurance that the government stands firmly with its farmers during times of natural adversity.
The release follows earlier relief measures announced by Prime Minister Narendra Modi during his recent visit to the flood-affected regions. These included financial aid packages of ₹1,500 crore for Himachal Pradesh, ₹1,600 crore for Punjab, and ₹1,200 crore for Uttarakhand, along with ex-gratia payments for affected families and support for children under the PM CARES scheme.
Since its launch in February 2019, the PM-KISAN program has cumulatively disbursed more than ₹13,626 crore across the three states. With this instalment, the scheme continues to play a vital role in cushioning farming families against both economic pressures and natural disasters.
State-wise disbursement under the 21st instalment:
- Himachal Pradesh: 801,045 farmers; ₹160.21 crore transferred (cumulative ₹3,631 crore)
- Punjab: 1,109,895 farmers; ₹221.98 crore transferred (cumulative ₹6,553 crore)
- Uttarakhand: 789,128 farmers; ₹157.83 crore transferred (cumulative ₹3,442 crore)
