Biopesticide Registration in Brazil: Companies, Active Ingredients and Time

24 July 2025, São Paulo: Biological pesticide market is booming, driven by high demand for more sustainable agricultural solutions. These inputs have low toxicity and are efficient, especially when used in accordance with the principles of Integrated Pest Management. According to the Secretary of Agricultural Defense from the Ministry of Agriculture of Brazil, Mr. Carlos Goulart, “today, Brazil leads the adoption of biological pesticides in agriculture, with almost 50% of Brazilian farmers using these products”.

Brazil is seen as a reference in the regulatory transition of bioinputs. There are great expectations regarding the new regulatory scenario for biologicals with the approval of the Bioinputs Law, No. 15070/2024, which still depends on further regulation.

According to a survey carried out by AllierBrasil, the number of registrations of approved biological products has increased in the last 10 years, especially after 2020. The ratio of biological products / total approved pesticides, however, remained in the range of 16% to 20%, which is quite significant.

Bio – The registration of a Formulated Biological, Microbiological, Biochemical, Plant Extract, Growth Regulator or Semiochemical Products with Class IV classifications – Product of Little Danger to the Environment, as evaluated by IBAMA, and Category 5 – Product Unlikely to Cause Acute Damage or Not Classified Product, by ANVISA.
Bio/org – The registration of Formulated Biological, Microbiological, Biochemical, Plant Extract, Growth Regulator or Semiochemical Products for Organic Agriculture began based on the legal provision set out in Decree No. 6913, of July 23rd, 2009.

Approved Registrations: Low-risk Products vs. All Registrations (2015 – 2024)

From 2020 to 2024, 519 registrations of Low-Risk Products (biologicals) were approved. In contrast to chemical product market, in which a few companies concentrate the largest number of approvals, in the biological market there is a more even distribution of approvals across a broader range of companies.

Total Biotecnologia, Biotrop, Simbiose, Solubio, Bioma, Biovalens and Koppert are the seven companies that registered the most biological pesticides in the period, corresponding to 26.4% of approvals.

The time for product registration approval is the main restriction for companies interested in accessing Brazilian market. Unlike chemical pesticides, which require several years to be approved (which has been the reason for several lawsuits against the Agencies with the purpose to speed up evaluations), in the case of biological products, the time required for a process to be evaluated is faster.

The average time for approval of a FP/ETP (Generic Formulated Chemical Product) is 63 months, while in the case of Low-Risk Products (Bio + Bio/org), this period is 14 months. That is 49 months, or almost 4 years more to approve a generic chemical pesticide.

Among the approved biological pesticides in recent years, microorganisms of the genus Bacillus stand out, especially the species B. amyloliquefaciens, B. subtilis, B. thuringiensis. Other organisms present in various formulations are Beauveria bassiana, Metarhizium anisopliae, Trichoderma harzianum. Furthermore, several registrations are based on mixtures of microorganisms in the same formulation.

There are currently 859 biological pesticides registered in Brazil. The most registered categories are insecticides (35.16%), followed by fungicides (14.20%) and growth regulators (11.76%). Although they are among the best-selling biological pesticides in the country, nematicides represent only 12.1% of registrations. This is due to the difficulty in supplying effective microorganisms at competitive prices.

The outlook is promising. More and more foreign companies are trying to enter the Brazilian market, especially players from India and China, who are looking for local partners for product development, manufacturing and distribution. On the other hand, there is already a demand for technology and products made in Brazil for use abroad, which highlights the technological level of the local industry and Brazil’s leading role in the sector.
