Indian Micronutrient Manufacturer Association (IMMA) Flags One Nation, One Licence as Key Reform Priority

09 February 2026, Mumbai: The Indian Micronutrient Manufacturer Association (IMMA) concluded its 6th National Crop Nutrition Summit & B2B Expo on February 5–6, 2026, at the National Stock Exchange (NSE), Bandra Kurla Complex, Mumbai, with policy reforms, soil health and regulatory harmonisation emerging as key focus areas.

Held under the theme “Converge, Collaborate & Co-create,” the two-day summit brought together policymakers, regulators, scientists, state agriculture leaders and agri-input manufacturers to deliberate on strengthening India’s crop nutrition ecosystem and improving the ease of doing business for the agri-input sector.

The summit was inaugurated by Jayakumar Jitendrasinh Rawal, Hon’ble Minister of Marketing & Protocol, Government of Maharashtra. Dr P. K. Singh, Agriculture Commissioner, Government of India, attended as the Guest of Honour. Senior officials from the Ministry of Agriculture & Farmers Welfare, ICAR, State Agriculture Departments, Commissioners of Agriculture from multiple states, and leadership from leading agri-input companies participated in policy dialogues and technical sessions.

Addressing the gathering, Dr P. K. Singh emphasised the importance of soil-level interventions in achieving sustainable agricultural growth. He underlined that balanced nutrition and scientific approaches such as Integrated Nutrient Management are critical for improving productivity, reducing cultivation costs, restoring degraded soils and maintaining ecological balance. He added that achieving the Vision 2047 goals would require strong collaboration between government and industry, supported by practical, solution-oriented policy engagement, with the larger objective of ensuring healthy soils, crops, farmers and consumers.

In his inaugural address, Jayakumar Jitendrasinh Rawal highlighted the contribution of the micronutrient and specialty fertilizer industry over the past four decades in improving crop productivity and quality. He stressed the need for closer coordination between farmers, seed companies, fertilizer and micronutrient manufacturers, and post-harvest and processing sectors to build an integrated agri value chain. He reaffirmed the commitment of both the Maharashtra government and the Government of India to MSME-driven industries and noted that sustained investment in research, development and innovation would be essential for India to achieve global leadership in agri-input manufacturing by 2047.

A key policy takeaway from the summit was the industry’s renewed push for One Nation, One License, supported by a centralised licensing data stack accessible to state governments for marketing permissions. Participants noted that such a system could significantly reduce regulatory duplication, address compliance-related delays and improve the ease of doing business for agri-input manufacturers operating across multiple states. Discussions also flagged the need for faster approval pathways for micronutrients, biologicals and specialty fertilizers, export-friendly regulatory frameworks, and stronger enforcement against counterfeit and sub-standard agri inputs.

IMMA also recognised progressive farmers from different regions of the country for crop-specific innovation and performance, highlighting the role of micronutrient-led interventions in improving on-field outcomes.

The summit featured the IMMA Pitch Party, where 16 crop nutrition and agri-input innovations were presented by startups and established companies. The platform facilitated industry partnerships, market access discussions and direct engagement with potential collaborators and channel partners.

Dr Rahul Mirchandani, President, Indian Micronutrient Manufacturer Association, said that IMMA has proposed working with the Government of India on creating a centralised licensing data repository that can be accessed by states through a common server. He noted that this approach could reduce repetitive compliance while maintaining regulatory oversight, making One Nation, One License operational in practice. He also announced that IMMA has signed a Memorandum of Understanding with ICAR to conduct regular technical sessions for its members, marking a first-of-its-kind collaboration aimed at accelerating innovation and commercialisation in crop nutrition.
