China Tightens Pesticide Label Regulations Ahead of 2026 Implementation
10 August 2025, Beijing: In a significant regulatory move, the Ministry of Agriculture and Rural Affairs of China has announced new requirements for the labeling and instruction manuals of pesticide products. Set to come into force on January 1, 2026, the updated rules aim to standardize product information, improve traceability, and enhance the safe use of agrochemicals across China’s vast agricultural landscape.
The directive allows a grace period for products manufactured prior to the implementation date. These products, even if they do not conform to the new labeling standards, may continue to be sold until the end of their shelf life. However, all new pesticide products released after January 1, 2026, must comply strictly with the updated guidelines.
Clear Identification and Accountability
Under the new regulations, each pesticide formulation must indicate the registration certificate number and clearly name the manufacturer of the technical material or technical concentrate used in the product. This information may either be printed on the physical label or integrated within a traceable electronic code, such as a QR code. The onus for accuracy lies with the holder of the formulation’s registration certificate, reinforcing accountability across the production and supply chain.
Uniform Branding for Registered Products
To avoid consumer confusion and maintain product integrity, the announcement mandates that all products bearing the same registration certificate number must display the same trademark. The rules also prohibit contract-manufactured or repackaged products from using the trademark of the contractor or repacker, ensuring that brand identity remains consistent and traceable to the official registrant.
Specificity for Herbicide-Tolerant and GM Crops
The updated labeling framework also introduces stricter provisions for products used on herbicide-tolerant crops. Labels must now specify the exact crop variety for which the pesticide is registered. In the case of genetically modified (GM) herbicide-tolerant crops, both the crop type and the specific transformation event — such as the genetic trait introduced — must be clearly stated. This measure is intended to provide farmers with accurate information and prevent misapplication on non-approved varieties.
Inclusion of Adjuvant Information
Where the use of an adjuvant is required for the pesticide’s effectiveness, the name and relevant details of the adjuvantmust also be included on the label. This change promotes proper usage practices in the field and ensures that farmers are aware of all essential components needed for safe and effective application.

China’s revised labeling policy signals a broader commitment to regulatory modernization and environmental stewardship. As a major global player in pesticide manufacturing and consumption, China’s new rules are likely to influence international practices and expectations in the agrochemical sector.
