CPDA Urges Congress to Address Pesticide Regulatory Backlog

13 June 2025, ArlingtonThe Council of Producers and Distributors of Agrotechnology (CPDA), as part of the PRIA Coalition, is urging Congress to fund the U.S. Environmental Protection Agency’s (EPA) Office of Pesticide Programs (OPP) at the statutory levels authorized under the Pesticide Registration Improvement Act of 2022 (PRIA 5). Adequate resources, paired with continued operational reforms, are critical to delivering timely pesticide decisions and ensuring farmers have access to the tools they need to protect their crops.

CPDA member companies currently have more than half a billion dollars in crop protection products waiting in the regulatory pipeline. These innovations are ready to support grower productivity and sustainability but remain delayed due to the ongoing backlog at OPP.

“Farmers need certainty and access to a full toolbox of crop protection options,” said CPDA President and CEO Terry Kippley. “We appreciate Administrator Zeldin’s leadership and the renewed focus on reducing the pesticide review backlog. Now Congress must ensure OPP has the resources to meet its statutory obligations and deliver science-based decisions on time.”

The Coalition also supports the Administration’s proposed reorganization of EPA’s Office of Chemical Safety and Pollution Prevention to improve internal efficiency and performance across the registration process.

“CPDA remains committed to working with Congress and EPA to support a more responsive, well-resourced pesticide program,” Kippley added. “Getting these products into the hands of farmers is essential for food security and environmental stewardship.”

The group is united in advocating predictable, science-driven pesticide reviews that support innovation, grower access, and public confidence in EPA’s regulatory system.
