Bilateral meeting with H.E. Rosaura Ruiz Gutiérrez, Secretary for Science, Humanities, Technology and Innovation of the United Mexican States
30 October 2025, Mexico: On occasion of his official visit to Mexico, FAO Director-General, QU Dongyu, met with Her Excellency Rosaura Ruiz Gutiérrez, Secretary for Science, Humanities, Technology and Innovation of the United Mexican States.
Secretary Ruiz welcomed the Director-General, expressing her keen interest in collaborating with FAO, in coordination with the Ministry of Agriculture and Rural Development. She then presented her Ministry’s food sovereignty agenda, which included a large network of partnerships with Mexican states, universities, research institutions, and private companies. The agenda aimed to substantially improve maize and bean production, prioritizing smallholder farmers, among other objectives.
The Secretary further emphasized the goal of making Mexican agriculture more productive and resilient through expert training, capacity building, science and technology. She also mentioned projects involving genetic research, data analysis, climate-predictive modelling, pest prevention, and industrialization to boost production and improve the nutritional base of Mexico.
The Director-General thanked the Secretary for her thorough presentation and commended the establishment of this new Ministry under President Sheinbaum’s leadership. He elaborated on the many areas in which FAO can collaborate strategically with the Ministry, particularly with regard to improving the situation of smallholder farmers and transforming Mexico’s agriculture to further increase market-orientation and make it a highly productive sector.
Both parties committed to working together towards science-based rural transformation and ensuring that no one is left behind.
