India May Relax Export Curbs on Wheat Products After Strong Harvest Outlook

15 November 2025, New Delhi: The Ministry of Consumer Affairs, Food and Public Distribution has begun discussions on relaxing the export ban on wheat-based products such as atta, maida and suji. A proposal has been sent to the commerce ministry recommending permission for exports up to one million tonnes.

The move is being considered as India heads towards an expected bumper wheat crop in 2025–26. According to an industry expert, the current season has already delivered a strong harvest, and favourable monsoon conditions indicate another promising year ahead. With domestic supplies looking comfortable, the milling sector has urged the government to allow exports so that India can regain its established markets.

India had imposed restrictions on wheat and wheat product exports in 2022 after an intense heatwave reduced yields and depleted stocks amid high export demand, leading to rising prices. Persistent high temperatures in the following years kept the market tight, prompting the government to maintain strict controls.

During the export ban, several Indian companies established processing units in countries like the Middle East and Canada to serve the Indian diaspora. Meanwhile, exporters from Pakistan, Nepal and Bangladesh captured part of the market India vacated.

The expert noted that easing restrictions will help restore the global availability of atta made from Indian wheat, which is valued for its flavour and quality.

Government data shows the area under wheat cultivation as of November 7 has more than doubled compared to last year. A stronger monsoon, which improved groundwater levels, is expected to support higher rabi productivity.

Currently, small quantities of wheat products continue to be exported under the advance authorisation scheme, which permits exports of atta, maida and suji manufactured using imported wheat. Industry representatives believe that broader export permissions will help Indian millers rebuild their presence in international markets.
