Indian Govt Opens Public Consultation on Draft Seeds Bill 2025; Targets Improved Access to High-Quality Seeds and Liberalise Seed Imports
15 November 2025, New Delhi: The Government of India has released the Draft Seeds Bill, 2025 for public comments, signaling a significant overhaul of the country’s seed regulatory framework. The proposed legislation aims to modernise seed quality regulation, strengthen transparency in the seed supply chain, and update provisions that have remained in place since the Seeds Act of 1966 and the Seeds (Control) Order of 1983.
According to the draft, the new Bill seeks to ensure that farmers have access to high-quality and affordable seeds, while curbing the sale of spurious and poor-quality planting material—an issue that continues to cause substantial yield losses across the country. The legislation also proposes measures to improve accountability among seed producers, processors and distributors.
A notable component of the draft Bill is the plan to liberalise seed imports, intended to facilitate access to global varieties and promote innovation in India’s seed industry. At the same time, the Bill includes provisions meant to safeguard farmers’ rights and establish greater transparency in the market.
In line with broader national regulatory reforms, the draft Seeds Bill proposes decriminalising minor offences, reducing compliance burdens for businesses while maintaining strict penalties for serious violations.
The draft Bill and the official format for submitting comments have been published on the Ministry of Agriculture & Farmers Welfare’s website. The government has invited feedback from farmers, seed companies, researchers, civil society organisations, and members of the public.
