Maharashtra Tops Flood Damage Chart, Yet India Records Strong Kharif Growth in 2025
18 December 2025, New Delhi: India’s agricultural sector faced uneven impacts from monsoon-related disasters during Kharif 2025, with Maharashtra emerging as the worst-affected state, even as the country achieved a record rise in kharif foodgrain production.
According to information shared by the Ministry of Agriculture and Farmers Welfare in Parliament, over 116.6 lakh hectares of cropped area were affected nationwide due to hydro-meteorological disasters during the 2025 monsoon, with Maharashtra alone accounting for 75.42 lakh hectares, the highest among all states. Other significantly affected states included Karnataka with 14.81 lakh hectares, Sikkim with 8.11 lakh hectares, Haryana with 4.32 lakh hectares and Uttar Pradesh with 2.22 lakh hectares.
The government clarified that under the National Policy on Disaster Management, the primary responsibility for relief and compensation rests with state governments, which provide assistance through the State Disaster Response Fund. In cases of disasters classified as “severe”, the Centre supplements state efforts through the National Disaster Response Fund, following assessments by Inter-Ministerial Central Teams.
Despite localized crop losses, India’s overall agricultural performance remained resilient. As per the First Advance Estimates for 2025–26, kharif foodgrain production is projected at a record 1,733.30 lakh metric tonnes, registering a growth of 2.28 percent over last year. The increase reflects gains of nearly 39 lakh tonnes compared to the previous kharif season, indicating that large-scale production was not derailed by regional calamities.
Crop insurance continued to play a stabilising role during the season. Under the Pradhan Mantri Fasal Bima Yojana and the Restructured Weather Based Crop Insurance Scheme, over 746 lakh farmer applications were insured during Kharif 2025. Claims worth ₹127.8 crore were approved, of which ₹119.9 crore had been paid as of the end of October. Uttar Pradesh and Karnataka reported the highest payouts, while several flood-affected states are still in various stages of claim processing.
On the pricing front, the government reiterated that Minimum Support Prices are fixed at the national level, not state-wise, based on the recommendations of the Commission for Agricultural Costs and Prices. MSPs are determined after considering production costs, demand-supply dynamics, market trends, price parity and ensuring at least a 50 percent margin over the cost of production. MSPs have consistently increased across major kharif, rabi and commercial crops between 2021–22 and 2025–26.
The government emphasised that while climate-related crop damage remains a growing concern, a combination of disaster response mechanisms, crop insurance coverage and assured price support has helped cushion farmers against severe income shocks. The details were shared by Minister of State for Agriculture and Farmers Welfare, Shri Ramnath Thakur, in a written reply in the Lok Sabha.
