
Strong Action in Chhattisgarh Against Fertilizer and Seed Black Marketing: Notices Issued to 3 Dealers, License Suspended for One
21 July 2025, New Delhi: In a decisive move to protect farmers and ensure fair availability of quality inputs, Chhattisgarh’s Chief Minister Vishnudev Sai has instructed officials to take stringent action against adulterated fertilizers, seeds, and black marketing practices. The directive emphasizes providing farmers with fertilizers at reasonable prices and cracking down on violators who compromise quality or engage in illegal sales.
Following these instructions, the Bilaspur district administration, led by Collector Sanjay Agrawal, formed a special inspection team to conduct surprise raids at fertilizer and seed shops across the district.
Surprise Inspections Uncover Violations at Multiple Outlets
Under the supervision of Deputy Director of Agriculture, PD Hatheswar, a flying squad inspected several agricultural centers in the Kota and Bilha blocks. The raids revealed nearly half a dozen centers conducting business in violation of rules. Notices were immediately served to these shops, requiring them to respond within a week.
License Suspended Due to Unsatisfactory Response
One prominent violation was found at ‘Messrs Kisan Seva Kendra’ in Takhatpur, where multiple irregularities surfaced. Despite being asked for clarification, the response was deemed unsatisfactory, leading to a suspension of the shop’s license for 15 days.
Notices Issued for Sale Without Bills and Without IFMS ID
‘Messrs Unnat Krishi Kendra’ in Ratanpur was caught selling fertilizers without issuing bills to customers, resulting in a formal notice. Similarly, ‘Messrs Shekhar Krishi Kendra’ in Konchra was found selling fertilizers without the mandatory IFMS (Integrated Fertilizer Management System) ID. Their stock was seized, sales halted, and a notice issued.
Warehouses Sealed, Sales Banned Over Non-Compliance
The Atul Krishi Kendra warehouse in Konchra was sealed following detection of violations. In Madanpur village (Bilha block), ‘Messrs Raghvendra Devangan Krishi Kendra’ was banned from sales due to failure in maintaining price lists, stock registers, and submission of required reports. The dealer has been given seven days to respond, failing which the license will be suspended or revoked.
Inspection Team Includes Key Officials
The inspection squad comprised Assistant Director of Agriculture Anil Kumar Shukla, Rural Agricultural Extension Officers Khemraj Sharma and Vijay Dheeraj, along with Dilip Ratre from Kota, fertilizer inspectors Mr. Maru and R.G. Bhanu.
POS Machine Mandatory for Fertilizer Sales
Collector Agrawal has directed all fertilizer dealers in the district to conduct sales only through POS (Point of Sale) machines to ensure transparency and proper record-keeping. Dealers are asked to procure POS machines by contacting the Senior Agricultural Development Officer, the concerned Fertilizer Inspector, or the Deputy Director of Agriculture office in Bilaspur.
