
TERI Celebrate World EV Day with Launch of Position Paper on Accelerating EV Adoption in India
10 September 2025, New Delhi: The Energy and Resources Institute (TERI), with JSW MG Motor India as knowledge partners, celebrated World EV Day by bringing together EV champions to discuss India’s clean mobility future. The event featured the launch of a new position paper that sets a roadmap for accelerating EV adoption in India, thus marking the progress and potential of zero-emission vehicles in the country.
Recommendations focus on affordability, awareness, and infrastructure growth
The meet-up convened industry leaders, policymakers, EV owners, and enthusiasts for dynamic discussions on India’s evolving electric mobility landscape, highlighting milestones achieved, barriers that remain, and opportunities ahead.
A key highlight was the release of TERI’s position paper, ‘Let’s Electrify – Accelerating Electric Vehicle Adoption and Awareness in India’. The paper maps the current EV ecosystem, identifies adoption challenges, and presents actionable solutions for scaling clean mobility. It emphasizes consumer awareness, government incentives, infrastructure growth, and technological innovations with a focus on private vehicles as a driver of long-term transport sustainability.
India’s transport sector, which contributes around 12% of the country’s total greenhouse gas (GHG) emissions, plays a critical role in achieving the nation’s updated Nationally Determined Contribution (NDC) target of reducing emission intensity by 45% by 2030 (from 2005 levels). Road transport remains the biggest emitter, and with passenger and freight demand expected to grow exponentially by 2070, vehicle electrification is presented as an urgent and indispensable solution to mitigate emissions, improve air quality, and lower dependence on fossil fuels.
Speaking at the launch, Mr Sharif Qamar, Associate Director, TERI, said, “Decarbonizing transport is central to India’s net-zero ambition. This position paper is both a status check and a roadmap identifying challenges around affordability, awareness, and infrastructure, while simultaneously leveraging innovation and skill development. While India is poised to set a global benchmark in EV adoption, ensuring the availability of affordable EVs (under ₹10 lakh) and accessible charging infrastructure, from RWAs to workplaces and highways, is crucial. In addition to incentives under PM-eDrive and various state EV policies, the government could also consider waiving toll charges for vehicles with green number plates to further accelerate adoption.”
Adding an industry view, Ms Neha Jain, Head EV and Innovation Ecosystem, JSW MG Motor India, noted, “The transition to electric mobility requires collective effort – by government, industry, and consumers. At JSW MG Motor India, we are committed to advancing this journey through awareness campaigns, partnerships, and innovative products. This collaboration with TERI reflects our shared vision of making EVs mainstream in India.” The paper recommends several critical measures: retaining the concessional 5% GST on EVs, encouraging compact and affordable EVs for mass adoption, expanding residential charging infrastructure with Resident Welfare Association (RWA) involvement, and setting clear adoption and recycling targets. It further highlights the role of private sector innovation, skill development, and community engagement in strengthening India’s EV transition.
Aligned with India’s Viksit Bharat 2047 vision, the paper situates EV adoption as a catalyst for economic competitiveness, energy security, and environmental resilience. It calls for policy stability, innovative financing, and technology integration to create an inclusive, future-ready EV ecosystem.
Concluding the event, TERI reiterated that the EV transition goes beyond technology–it represents a societal transformation towards sustainable living. With stronger collaboration across government, industry, and communities, India can drive decisively towards a low-carbon, greener, more resilient future.
