Brazil Launches National Pesticide Reduction Program (Pronara) to Promote Sustainable Farming

04 July 2025, BrasíliaPresident Luiz Inácio Lula da Silva of Brazil has signed a landmark decree establishing the National Pesticide Reduction Program (Pronara). The announcement was made on Monday at the Palácio do Planalto during the official ceremony for the Family Agriculture Harvest Plan, reinforcing Brazil’s commitment to sustainable agriculture and healthier food production.

Pronara aims to significantly reduce the use of chemical pesticides while promoting the sustainable cultivation of healthy food through family farming. The program will integrate research tools, information systems, pesticide residue monitoring, technical assistance, rural extension services, and the promotion of bioinputs.

The initiative represents a coordinated effort among several Brazilian ministries, including the General Secretariat of the Presidency, Ministry of Agrarian Development and Family Agriculture, Ministry of Agriculture and Livestock, Ministry of Health, Ministry of the Environment and Climate Change, and the Ministry of Development and Social Assistance, Family and the Fight Against Hunger.

Kelli Mafort, Acting Minister of the General Secretariat, hailed the launch as a “historic milestone in the fight to reduce pesticide use.” She noted that the program reflects over a decade of advocacy by farmers, social movements, agroecology organizations, and the National Commission on Agroecology and Organic Production.

“This is a very important day — a day to celebrate,” said Mafort, who stood in for Minister Márcio Macêdo, currently in Seville, Spain, representing President Lula at the 4th Conference on Financing for Development.

Looking ahead, Mafort emphasized the importance of implementation: “The next step is to fully operationalize Pronara. Under the leadership of Minister Márcio Macêdo, the General Secretariat will coordinate actions to ensure the program delivers results. Congratulations to President Lula and to Brazilian society — we now have a Harvest Plan that includes Pronara and upholds social participation,” she concluded.
