Kisan Vigyan Foundation Unveils White Paper on Ease of Doing Business and Innovation in Agrochemicals at PHDCCI Roundtable

06 September 2025, New Delhi: The Kisan Vigyan Foundation (KAVK), a Delhi based think-tank, serving as knowledge partner at the PHD Chamber of Commerce and Industry (PHDCCI) Roundtable on “Fostering Ease of Doing Business and Innovation in Agrochemical & Plastic Value Chains,” released a white paper outlining key reforms to strengthen regulatory efficiency, innovation, and farmer welfare. The event was held at PHD House, New Delhi, and featured contributions from industry leaders, policymakers, and regulators.

The white paper was presented by Mr. N.K. Arora, Secretary, Governing Council, Kisan Vigyan Foundation, who emphasized the need to streamline compliance and accelerate adoption of new technologies. He noted that the paper provides practical recommendations to balance ease of business with the protection of farmers’ interests.

The roundtable also saw interventions from Dr. Subhash Chand Secretary Central Insecticides Board & Registration Committee (CIBRC) and Dr. J.P. Singh Additional Plant Protection Advisor Ministry of Agriculture and Farmers Welfare who acknowledged industry concerns and assured that reforms would continue in consultation with stakeholders.

Welcoming the gathering, Mr. N.K. Agarwal, Chair, Chemical & Plastic Committee, PHDCCI, underscored that nearly 70% of business resources are consumed by compliance requirements. “If regulatory processes are simplified, the industry can channel more effort into R&D, innovation, and creating solutions for farmers,” he said.

Mr. Salil Singhal, Chairman Emeritus, PI Industries Ltd., added a note of caution, stating that while registration has become easier, it has also enabled the entry of defunct and spurious operators. He urged the sector to reorient its focus towards innovation-led growth and ensure that ease of doing business does not compromise quality and credibility.

Representing farmers’ interests, Prof. Vasant Gandhi, Member, Governing Council, Kisan Vigyan Foundation, pointed out that India’s cotton yields remain only one-third of China’s, partly due to outdated product approvals and lengthy registration delays. He called for urgent reform to ensure timely farmer access to modern agrochemicals.

In his closing remarks, Mr. Vijay Sardana, Chairman, Governing Council, Kisan Vigyan Foundation, emphasized that industry must take proactive responsibility in policy drafting. “Government agencies often lack domain expertise. If industry provides ready-to-implement policy frameworks, it will reduce bottlenecks and create a stronger ecosystem for innovation,” he said.
