Union Minister Shivraj Singh Chouhan Tables VB–G RAM G Bill in Lok Sabha, Proposes 125 Days of Guaranteed Rural Employment
16 December 2025, New Delhi: Union Minister for Rural Development and Agriculture & Farmers’ Welfare, Shivraj Singh Chouhan, on Tuesday introduced the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB–G RAM G) Bill, 2025 in the Lok Sabha, proposing a statutory guarantee of 125 days of wage employment per rural household per year.
Presenting the Bill, the Minister said the objective is to strengthen poverty alleviation while enabling comprehensive development of villages. The proposed framework, he noted, seeks to move beyond income support to a broader model of rural transformation, aligned with the vision of self-reliant and developed villages. The government has indicated an allocation of over ₹95,000 crore to support the implementation of the programme.
According to the Bill, employment allocation will be prioritised through gradation of panchayats, with relatively underdeveloped and less-developed panchayats receiving higher work allocations to address regional imbalances and ensure more equitable distribution of resources.
The Minister highlighted that while earlier employment programmes existed, the new legislation aims to enhance both coverage and certainty. He pointed out that the proposed guarantee of 125 days marks an expansion over the existing 100-day framework, backed by a dedicated financial provision of over ₹1.51 lakh crore to ensure timely wage payments and programme continuity.
Shivraj Singh Chouhan said the Bill also attempts to address a long-standing challenge in rural India—balancing agricultural operations with availability of farm labour. By synchronising employment planning with local agricultural calendars, the programme seeks to support farm productivity while ensuring steady livelihood opportunities for rural workers.
Emphasising inclusivity, the Minister stated that the Bill includes enhanced safeguards for women, senior citizens, persons with disabilities, and Scheduled Castes and Scheduled Tribes, with the aim of ensuring dignity of labour and social protection for vulnerable groups.
The proposed legislation, he added, is intended to complement ongoing rural welfare and poverty alleviation initiatives being implemented under the leadership of Prime Minister Narendra Modi, while reinforcing the broader goal of building resilient rural livelihoods and achieving holistic village development across the country.
