Haryana’s Zero-Cost Decomposer Rollout Aims to End Stubble Burning, Improve Soil Quality

03 November 2025, New Delhi: In a major step towards eliminating the problem of paddy stubble burning, the Haryana government has announced that it will distribute free Pusa Decomposer Wettable Powder to farmers across the state. This initiative aims to help farmers manage crop residue sustainably after the paddy harvest, without resorting to burning, which has been a key contributor to air pollution in North India.

Agriculture and Farmers’ Welfare Minister Shyam Singh Rana confirmed that the government has approved the purchase of 75,000 packets of the decomposer powder during a recent High Power Purchase Committee meeting. These will be distributed free of cost to paddy growers to accelerate the breakdown of crop residue directly in the field, returning nutrients to the soil.

What is Decomposer Powder and How Does it Work?

The Pusa Decomposer Wettable Powder is a microbial solution developed to accelerate the decomposition of agricultural waste such as paddy stubble, vegetable residues, and other biomass. Once applied, it converts the residue into high-quality organic fertilizer within weeks, enriching the soil with organic carbon and enhancing overall fertility. It also helps reduce the need for chemical fertilizers and protects crops against pest and fungal diseases naturally.

Benefits for Farmers

According to the Agriculture Minister, the initiative is expected to significantly reduce stubble burning incidents while improving soil health and crop productivity. The government is currently rolling out the decomposer technology on a pilot basis and expects to scale it up in the next year based on the results.

The meeting was attended by Minister Shyam Singh Rana, Principal Secretary Pankaj Agarwal, and other senior officials. Education Minister Mahipal Dhanda joined through video conferencing.
