Brazil Pauses Pesticide Component Registration Under SISPA System

23 October 2026, Brasília: Brazil’s Ministry of Agriculture and Livestock (MAPA) has temporarily suspended the registration of new agrochemical components on its unified digital registration platform, SISPA, pausing a step in the approval pipeline for pesticide manufacturers while the ministry reworks the underlying software module.

The suspension was set out in Notice No. 1, dated October 16, 2026, and published in the Diário Oficial da União, Brazil’s federal gazette, on October 19, 2026. MAPA said the pause is needed to adjust the component registration module within SISPA so that it functions better and simplifies the filing process for companies going forward.

Under the notice, companies may continue migrating records for technical, or active ingredient, products into SISPA, but they cannot register new components, the formulants, solvents and other building-block substances that go into finished pesticide products, until the adjustments are complete. MAPA gave no date for when registration will reopen, saying only that new guidelines and a revised schedule will follow once the updated module is ready.

The freeze adds to an already stop-start rollout for SISPA (the Sistema Unificado de Informação, Petição e Avaliação Eletrônica, Brazil’s unified electronic system for pesticide petitions and evaluations), which MAPA launched on May 26, 2026 under Portaria SDA/MAPA No. 1631/2026. The platform was designed to bring together registration steps that had previously been split across MAPA, the health regulator ANVISA and the environmental agency IBAMA, as part of a broader push under Brazil’s 2023 pesticide law reform to speed up approval timelines that have historically lagged the United States and European Union by years.

A System Still Finding Its Footing

SISPA’s compliance deadlines have already shifted once this year. In August 2026, MAPA issued Portaria SDA/MAPA No. 1676/2026 to extend the original component registration deadlines set under the May ordinance, after industry raised concerns about the initial timeline. October’s notice extends that pattern of delay, this time pausing the component module outright rather than simply pushing back its deadline. For registrants, the practical effect is that work on component-related filings stops entirely until MAPA republishes a schedule, meaning firms with filings already in progress will need to resubmit or wait once the module reopens.

The pause does not affect technical product migration, pesticide re-evaluations handled separately by ANVISA and IBAMA, or products already registered and on the market. It affects only companies that were in the process of registering a new formulant or other non-active component when the suspension took effect.
