Brazil Extends Deadlines Under Overhauled Pesticide Registration System as New Compliance Window Opens
30 October 2026, Brasília, BR: Brazil’s Ministry of Agriculture and Livestock (MAPA) has extended the compliance deadlines for companies migrating pesticide registrations into Sispa, the country’s new unified electronic registration platform, under an ordinance that took effect in late August and is now moving into its next phase for formulated products and premixes.
The extension, Ordinance SDA/MAPA No. 1,676 of 2026, was signed by Carlos Goulart, Brazil’s Secretary of Agricultural Defense, and published in the Diário Oficial da União on August 21, 2026, taking effect August 24, 2026. The order amends an earlier ordinance, SDA/MAPA No. 1,631 of May 26, 2026, which had originally set tighter deadlines for the Sispa rollout.
Sispa, short for the Unified System for Information, Petition and Electronic Evaluation, links Brazil’s three pesticide regulators, MAPA, the health regulator ANVISA and the environmental agency IBAMA, so each can review the agronomic, toxicological and ecological aspects of a single electronic dossier in parallel, rather than through the paper based, sequential process the system replaces. Brazil’s pesticide law, Law No. 14,785 of 2023, directed the ministries to build the unified platform to speed registration decisions.
Under the revised timetable, the deadline for registrants to upload pesticide component registrations, including brand names, into Sispa was extended from 90 to 180 days, counted from May 27, 2026, pushing the deadline into late November 2026. The migration windows for technical products with complete dossiers and for equivalent technical products were both extended to 150 days, a period that opened August 24, 2026, running concurrently with the component upload stage. A separate 120 day migration window specifically for formulated products and premixes, the finished, field ready pesticide products sold to farmers, is now opening under the ordinance’s staggered schedule. The exact calendar date triggering that window could not be independently confirmed against MAPA’s published gazette text, which was not directly accessible for this article.
| Registration category | Original deadline | Extended deadline |
|---|---|---|
| Component registrations (incl. brand names) | 90 days | 180 days |
| Technical products, complete dossier | 60 days | 150 days |
| Equivalent technical products (ETP) | 60 days | 150 days |
| Formulated products and premixes | not separately specified before | 120 days |
The extension follows months of complaints from registrants, including multinational suppliers, that the original Sispa timeline was too compressed given the volume of dossiers involved, a concern MAPA had already partly addressed with an earlier ordinance pausing new pesticide component registrations while the system’s back end was adjusted. Brazil’s pesticide sector has also seen a rise in voluntary registration cancellations this year, which companies have linked to the rising cost of maintaining dossiers under the country’s tightened post-registration review requirements.
