Brazil Launches SISPA for Pesticide Registration and Post-Registration Applications
18 June 2026, São Paulo: Brazil’s Ministry of Agriculture and Livestock (MAPA) has officially established the Unified System for Information, Filing and Electronic Evaluation (SISPA), a new digital platform that will serve as the single system for the registration and post-registration evaluation of pesticides in the country. The framework was introduced through SDA/MAPA Ordinance No. 1,631, published in Brazil’s Official Gazette on May 27, 2026.
Under the new ordinance, SISPA will become the exclusive platform for submitting, evaluating and managing pesticide registration applications and amendments. The system aims to consolidate information currently dispersed across multiple federal agencies responsible for agriculture, health and environmental assessments, creating a unified digital workflow for applicants and regulators.
The ordinance requires pesticide registrants and registration holders to submit all data, documents and information through SISPA, while ensuring the accuracy and validity of submissions. Companies will also be responsible for migrating existing registration dossiers into the new system within the prescribed deadlines. Failure to comply may result in application rejection or cancellation of registrations.
A key feature of SISPA is the mandatory migration of all pesticide registration applications already filed with federal agricultural, health and environmental authorities. Once the implementation schedule is completed, new registration and amendment applications submitted through any platform other than SISPA will no longer be accepted for evaluation.
The implementation process will occur in phases. Initially, companies will complete enrollment procedures, followed by registration of component trade names and component registrations. The migration of existing applications will then proceed in stages covering technical products, equivalent technical products, formulated products and premixes. New applications will subsequently be filed directly through SISPA.
SISPA will also introduce standardized procedures for company and user registration, enrollment of component trade names, registration of formulation components and electronic management of official communications. Companies will be required to monitor the platform regularly for deficiency notices and regulatory correspondence, with failure to respond within established timelines potentially resulting in rejection of applications.
The system further establishes transparent queue management for registration and post-registration applications. Applicants will be able to monitor the chronological status of their submissions through SISPA, while federal authorities will publish information on application queues to enhance transparency. Priority evaluations related to phytosanitary emergencies will continue to be handled under existing regulations.
According to the implementation schedule annexed to the ordinance, enrollment of component registrations and trade names will take place from May 27 to August 24, 2026. Migration of technical products with complete dossiers will follow from August 27 to October 24, 2026, while equivalent technical products will be migrated between October 27, 2026 and February 22, 2027. The final phase covering formulated products and premixes is scheduled from February 24 to June 23, 2027.
Following completion of the implementation timeline, all pesticide registration-related applications in Brazil will be required to be submitted electronically and exclusively through SISPA. Applications maintained in legacy systems will be discontinued and any new submissions will need to be filed through the unified platform. The ordinance entered into force on the date of its publication.
