China’s 5-Year Plan for Agricultural and Rural Modernisation Sets Ambitious Targets for 2030

18 June 2026, Beijing: China has unveiled its roadmap for agricultural and rural development during the 15th Five-Year Plan period (2026–2030), outlining a comprehensive strategy to strengthen food security, accelerate technological innovation, improve rural livelihoods, and promote sustainable agricultural growth.

Issued by the State Council, the plan positions agriculture and rural revitalisation as key pillars of China’s broader modernisation agenda. It establishes a framework for enhancing the quality, efficiency and competitiveness of the agricultural sector while ensuring that rural development keeps pace with the country’s economic transformation.

Strengthening Food Security and Agricultural Output

Food security remains at the heart of the new strategy. The plan sets a binding target of increasing China’s comprehensive grain production capacity to approximately 725 million tonnes by 2030, building on the country’s record output of around 714.9 million tonnes in 2025. Another mandatory goal is to maintain the pass rate of routine agricultural product quality and safety inspections at 98 percent or higher.

Chinese authorities view stable grain production as the foundation of national food security. At the same time, the plan seeks to move beyond quantity by encouraging the production of safer, higher-quality and more nutritious agricultural products to meet changing consumer demand. Efforts to consolidate and expand the achievements of poverty alleviation programmes will also remain an important priority throughout the five-year period.

Technology and Innovation Take Centre Stage

The plan places significant emphasis on scientific and technological advancement as a driver of agricultural growth. China aims to further strengthen its agricultural research and innovation capabilities while accelerating the adoption of advanced technologies across the sector.

A key target is to increase the contribution rate of agricultural scientific and technological progress from more than 64 percent in 2025 to 67 percent by 2030. The government will support major projects related to agricultural science and technology innovation, high-standard farmland development, cold-chain logistics infrastructure and modern food processing facilities.

Artificial intelligence is expected to play an increasingly important role in agricultural modernisation. The plan also highlights emerging sectors such as intelligent breeding technologies, new-energy agricultural machinery, agricultural bio-manufacturing, low-altitude agricultural applications and next-generation food production systems as future growth engines for the sector.

Accelerating Green and Sustainable Development

Sustainability features prominently in the new roadmap. Chinese policymakers are seeking to accelerate the green transformation of agriculture by promoting environmentally responsible production methods, improving resource-use efficiency and reducing the ecological footprint of farming activities.

The plan includes targets related to green agricultural development and rural environmental management, reflecting China’s commitment to balancing productivity growth with environmental protection. Authorities aim to encourage wider adoption of sustainable farming practices while improving the quality and safety of agricultural products throughout the value chain.

Revitalising Rural Communities

Beyond agricultural production, the plan sets out a vision for creating more prosperous and livable rural areas. China intends to improve rural infrastructure, expand public services and promote deeper integration between urban and rural economies. Efforts will focus on developing specialty rural industries, creating employment opportunities and ensuring that farmers continue to benefit from rising incomes.

The government envisions the development of modern rural communities that offer improved living standards while supporting agricultural and economic growth. By 2030, China aims to achieve significant progress in rural revitalisation, agricultural modernisation and the high-quality development of the countryside.
