01 September 2026, Washington: The US Department of Agriculture has announced a new package of measures aimed at rebuilding the country’s cattle herd, strengthening domestic beef processing and improving support for American ranchers.
US Agriculture Secretary Brooke L. Rollins announced the Ranchers First Initiative on August 31, describing it as a continuation of the administration’s October 2025 Plan to Fortify the American Beef Industry.
The initiative comes as the US cattle herd remains at its lowest level in 75 years, according to the USDA. The department said the new measures are intended to encourage herd rebuilding, expand risk management options, strengthen regional processing capacity and increase demand for domestically produced beef.
“President Trump promised to put the American ranchers first, and the Ranchers First Initiative delivers on that promise,” Rollins said. She added that the package would provide producers with additional risk management tools, reduce regulatory burdens and increase transparency in the beef marketplace.
New insurance support for heifer retention
A central element of the initiative is the planned Beef Retention and National Development (BRAND) endorsementfor Livestock Risk Protection.
The new endorsement is designed to help producers manage the financial risk associated with retaining heifers for breeding rather than sending them to slaughter.
Under the proposed mechanism, producers would be able to insure the economic value of retaining a heifer for breeding over a two-year period. The policy would establish a protected value based on the animal’s expected slaughter value at the time of enrolment.
If the projected or actual slaughter value subsequently exceeds the economic value of retaining the animal as breeding stock, the policy would provide compensation for the difference.
USDA expects the measure to give ranchers greater financial flexibility as they work to expand breeding herds.
Greater flexibility for disaster recovery
The USDA will also allow producers to use the Emergency Conservation Program (ECP) on Grassland Conservation Reserve Program acres following wildfires and other natural disasters.
The department said the flexibility is intended to accelerate recovery and enable ranchers to restore critical infrastructure more quickly, reducing prolonged production losses following major disasters.
Investment in regional beef processing
The Ranchers First Initiative also places significant emphasis on domestic meat processing.
Following the previously announced Strengthening Processing for U.S. Ranchers (SPUR) program, USDA plans to establish a SPUR Guaranteed Loan Program to support regional processing businesses.
The programme will provide financing support for initiatives including processor cooperatives, expansion of small processing businesses and diversification into additional animal proteins.
USDA also plans to establish a Regional Processor Continuity Effort to improve the resilience of regional processing facilities and strengthen capacity across the agricultural supply chain.
The department said recent announcements of processing plant closures could leave nearly 20% of beef processing capacity available as the US cattle herd begins to grow. USDA said this creates an opportunity to expand the role of American-owned independent processors, small and mid-sized businesses and new cooperatives.
More American beef in government purchasing
USDA plans to increase federal procurement of locally processed American beef by encouraging purchases across federal and state institutions.
The initiative could increase domestic beef sourcing for institutions including prisons, hospitals and other public facilities.
The department said stronger domestic sourcing would create additional demand for American-raised beef while supporting ranchers and increasing transparency in government food procurement.
The move follows the USDA and Health and Human Services Department’s Harvest to Hallways initiative announced in August, which seeks to increase the use of American-raised beef and locally produced food in school meals.
Support for beginning and veteran ranchers
USDA will also establish an initiative focused on Beginning and Veteran Farmers and Ranchers Affairs.
The department said existing programmes provide new producers with access to Farm Service Agency loans for land, livestock and equipment, conservation and grazing assistance through the Natural Resources Conservation Service, and livestock insurance programmes.
USDA also plans to work with the Department of War and Department of Veterans Affairs to connect former and transitioning military personnel with agricultural careers.
The department specifically cited the Department of War’s SkillBridge programme as a potential pathway for servicemembers leaving military service to enter farming and ranching.
USDA’s recent beef sector measures
The Ranchers First Initiative builds on several measures introduced by the Trump administration during 2025 and 2026.
In October 2025, USDA, the Department of the Interior, the Department of Health and Human Services and the Small Business Administration launched the Plan to Fortify the American Beef Industry.
In March 2026, USDA and the Department of the Interior signed an agreement intended to expand grazing access and reduce permitting delays on public lands.
In June, USDA launched its Small Processors Action Plan and opened a fourth round of the Meat and Poultry Processing Expansion Program, allocating $60 million to increase US processing capacity.
The US Forest Service also issued a department-wide grazing directive in June covering approximately 23,000 permittees and lessees dependent on public rangelands.
That same month, USDA announced the SPUR programme, with up to $500 million available to independent and regional beef slaughter facilities.
USDA also announced the $500 million Fertilizer Investment & Expansion for Long Term Domestic Supply (FIELDS) programme in June to support domestic fertilizer production.
The department has additionally continued promoting the Product of USA label, which is intended to help consumers identify beef that was born, raised, harvested and processed in the United States.
The latest Ranchers First measures are part of a broader US government effort to increase domestic agricultural production, strengthen supply chains and expand the role of American-owned businesses in the country’s beef industry.
