Center for Food Safety Responds to USDA’s Proposed Rescindment of Organic Pet Food and Mushrooms Rule

12 June 2025, US: Last month, the US Department of Agriculture proposed to rescind a recently finalized rule that clarifies standards for organic pet food and mushrooms. Center for Food Safety (CFS) is strongly opposed to USDA’s proposed rollback of organic standards. The regulations being rolled back were the result of years of rulemaking processes and engagement within the organic community. As USDA itself acknowledged in the notice publishing the regulations, adoption of the regulations is necessary because of ongoing inconsistent standards for organic pet food and mushroom production. Moreover, the Trump Administration issued the proposed rollback without consulting the National Organic Standards Board, the advisory body established by Congress to ensure transparency in organic rulemaking, or industry allies affected by this change. Thanks to our advocacy community, CFS submitted over 4,000 public comments to USDA in opposition to this proposal.

“USDA’s proposal is a dangerous break from protocol that threatens the integrity of the organic program and sets a harmful precedent for how organic standards are developed.” said Sylvia Wu, co-executive director at Center for Food Safety. “Make no mistake — the repealing of this rule is a targeted DOGE action with no real justification that will prohibit consumers from accessing quality dog and cat food. This isn’t just about pet food or mushrooms, however. It’s about protecting organic farmers’ access to premium markets, organic consumers’ access to trusted products, and maintaining transparency in organic rulemaking,” she added.

For over 25 years, Center for Food Safety (CFS) has fought for a strong organic standard. Through our expert legal, policy, and science work, we have continuously submitted recommendations to the National Organic Standards Board to elevate the organic standard while acting as a watchdog to ensure those hard-won standards are protected.
