21 September 2026, Brazil: Brazil’s Ministry of Agriculture and Livestock (MAPA), through its Secretariat of Agricultural Defense, has cancelled the registration of Syngenta’s insecticide Engeo Pleno (registration number 06105), following an administrative infraction process that began in 2021. The cancellation was formalised in Ato nº 59, published in the Diário Oficial da União (Brazil’s official federal gazette) on September 18, 2026, and immediately prohibits the product’s production, import, export, marketing and distribution in the country.
The decision closes administrative process number 21052.023531/2021-78, under which Brazil’s Special Commission for Agricultural Defense Appeals (CERDA) issued Decision No. 90/2026, upholding the cancellation and rejecting Syngenta’s request to have the penalty converted into a fine or resolved through an adjustment agreement instead. The legal basis cited is Article 17, item VI of Law No. 7,802 of 1989, Brazil’s core pesticide law, together with Article 86, paragraph 5 of Decree No. 4,074 of 2002, provisions that allow registration cancellation in cases involving fraud or unauthorized modification of a product’s approved formula or manufacturing conditions. Neither the official notice nor the trade press coverage that followed specifies exactly which of these grounds applied in Syngenta’s case, and MAPA has not published further detail on the underlying infraction.
Stock of Engeo Pleno already sold to farmers and distributors before the cancellation took effect remains legal to use until its labeled expiration date, meaning the immediate on-farm impact is limited to future seasons rather than product currently in growers’ hands. Multiple Brazilian agribusiness outlets independently confirmed the registration number, act number and process details after the gazette publication, indicating the cancellation is not in dispute, even though the specific factual basis for the infraction has not been made public.
Syngenta has not issued a public statement responding to the cancellation as of this writing, and it is not yet clear whether the company will pursue further legal challenges beyond the CERDA appeal that has now been rejected.
